I was responsible for ensuring corporate compliance with the relevant legislation and codes of practice covering the activities of the Department which are diverse and spread throughout Wales (180 employees, 5 office locations, 6 road maintenance depots, 4 major storage facilities, fleet of road inspection and custom gritting and snow clearing vehicles).   This included provision of health & safety advice and support to our policy teams responsible for oversight of rail and air services in Wales.  I also encouraged the safety standards required of our 4 supply chain partners engaged in the inspection and maintenance of our highways network (95 miles of motorway, over 1,000 miles of trunk road) in Wales.   

 

I had special responsibility for the internal investigation and feedback report on 2 major incidents and 4 serious near misses on our roads network in which the work activities of our supply chain were identified as potential factors.   

Key Achievements 

  • I realigned Safety Management Systems to achievable and realistic policies and 
  • procedures; 
  • I was delegate, venue host and active contributor to the UK Road Workers Safety 
  • Forum (RoWSaF) Steering Group & Working Group 
  • I inspired the re-formation of the UK Highway Authorities 4 Nations Health and 
  • Safety Group, chairing meetings 
  • I established and chaired the All Wales Traffic Management Forum and our supply 
  • chain safety group. 
  • I chaired and facilitated a conference for local authority financial officers on the 
  • Local Government Borrowing Initiative and its availability for highway improvements 
  • I introduced new procedures, advice and guidance on event management 
  • I devised and introduced a safety systems competence matrix to enable 
  • performance monitoring comparison to be made across all operational Divisions of 
  • the organisation 
  • Became an OHSAS18001 internal auditor and was specialist advisor to the project 
  • team rolling out accreditation across the whole of Welsh Government beyond the
